It's a good start. A non-government program able to do this is a good start, even if the flight is short. What should probably happen is get the private and Government programs working together, infuse a bit more money in the joint project, and get further then either one could by themselves.
The Government programs need fresh blood and a bit more more money, and the private programs need money and probably man-power. As simple as this idea sounds, I know that human nature will interfere and make things more complicated then they have to be.
It's still a start though, but a start in the right direction.

The Govt program needs to decide now which way they want to go. NASA CANNOT do both att he same time. They are to big of a think tank to be able to concentrate on two idea's at the same time. Its impossible for them to do that.
NASA either needs to concentrate on getting manned space flights, or to concentrate on the ISS, but they cannot do both at once.
