My question, how are Starfleet, and other civilized species able to communicate with non-civilized species? For example the TNG episode where the hut living, bow using species thought Picard was their god? The TNG episode where Worf's human brother snuck a species on-board the Enterprise's holodeck to transport them to a safe planet, etc.
I know there are some exceptions to this, like when Paris and Tuvok were stuck on that one planet with Lori Petty in the episode Gravity.

Again, I cannot remember episode titles (especially for Next Gen), but it has been touched on before. You only need one universal translator, and it is capable of learning alien languages. The more complex or radically different the language, the longer it takes. On episode I could remember that illustrates this is Sanctuary, from season 2 of DS9. This is the one where a refugee alien race wants to resettle on Bajor. If you think back, it takes quite a while for the universal translator to begin interpreting the language.

I remember that episode now. They came through the wormhole, and it turns out they have millions waiting at the other end wanting to escape the Dominion. We hear their language for a while until eventually a word here and there will sound like it's in English until they sound like they are speaking in English.
