Without a doubt, The Matrix has influenced modern action films. The Matrix trilogy is often imitated, but never duplicated, and never works quite as well in movies as it did in the Matrix.
When we first watched the Matrix, bullet time has not been done yet. In the very beginning we see Trinity jump from one roof to another, and we wonder how she did it.
The Matrix made absolutely unbelievable action suddenly become believable, and explained to us why it was believable.
Arnold Schwarzenegger defeating an entire army armed with machine guns is silly. Neo defeating countless thousands of almost immortal Agent Smith's is cool as hell.
But even beyond that, other films have tried to implement bullet/matrix time. An example I can think of off-hand is Alien vs Predator. There is a scene where an alien jumps out to attack a Predator, and suddenly we go into bullet time. It came off as cheesy, and was not cool at all like it was in the Matrix.
So, without a doubt The Matrix has influenced action films for life probably, but is that a good thing or bad, since the Matrix did it perfectly, and everything else seems like a cheap rip-off?

I think it's bad. Honestly I'm getting pretty sick and tired of seeing how other films just copy bullet-time. The fastest things that run through my mind are: Charlie's Angels, Paycheck, but I've seen lots more. They look pretty silly as bullet-time was a concept specially created for the matrix movies, and it has become quite sinonim to them, so when I see it on another movie I wonder why it's easier to create what other people have done than to create something original to make your movie noticed. It's not fair either, they worked a lot to get the perfect bullet-time, now things come easy for those who copy , as they know how it's done.
